Certification for Building Permits

A certificate of design compliance (CDC) is required in order to obtain a building permit from the permit authority to construct a building or incidental structure. The Building Act requires a CDC to be in an approved form and contain a statement by the building surveyor that the building will comply with each applicable building standard if the building is completed in accordance with the specified plans and specifications.

Today's Building Services Pty Ltd are registered as Level 1 Building Surveying Contractors and are able to assess and certify all sizes of Class 2 - 9 Buildings. Our services for issuing a CDC include:

  • Providing advice on building regulation and standards at design stage. 

  • Review of any proposed Performance Solutions, including Fire Engineering reports and liaison with the consultant or Fire Engineer. 

  • Liaison with the Department of Fire & Emergency Services (DFES) for its comment on its operational requirements (if required).

  • Assessment of plans and documentation in accordance with the requirements of the Building Act 2011, Building Regulations 2012 and the National Construction Code’s / Building Code of Australia Volume One (BCA) “deemed to satisfy” provisions and any alternative solutions.

  • Certification of all final plans, specifications and details and issue of Certificates of Design Compliance (CDC) for submission to the Permit Authority for issue of Building Permits.




Certification for Occupancy Permits


A certificate of construction compliance (CCC) is required in order to obtain an occupancy permit from the permit authority to occupy a newly completed Class 2 to Class 9 building or a newly completed part of the building eg addition to a building.

TBS can assess and issue Certificates of Building Compliance (BA18) in order to obtain:

  • an occupancy permit, other than an occupancy permit required for a completed building or an incomplete building for which a CCC would be required;

  • a building approval certificate;

  • an occupancy permit strata; or

  • a building approval certificate strata.

  • a change of use or a change of classification,

  • registering a strata title,

  • approval of unauthorised work, or

  • replacing an existing occupancy permit or building approval certificate. 

Assessment of Performance Solutions

TBS specialises in the assessment of Performance Solutions, in particular Fire Engineering Reports.  We can also develop and draft Performance Solutions for alternatives to other DTS provisions of the NCC.


Disability Access consulting

TBS specialises in access consulting and can provide advice on the access requirements of the NCC and the Commonwealth Government's Disability Discrimination Act's (DDA) Premises Standards.


TBS has provided numerous Performance Solutions for its clients and for other certifier's clients where compliance is difficult to achieve. 


In most case we can develop a Solution for access that will meet the Performance Requirements of the NCC and DDA. 


Building regulation and standards consulting

TBS can provide consultation and advice on building regulation and carry out building inspections and audits on existing buildings.


We can also provide training in building regulations and standards for builders and employees.
